Fog is a fact of life in San Francisco. As a visitor to San Francisco peering through the fog it is difficult to understand the shape and size of the Golden Gate Bridge unless you have seen a picture of it beforehand.
Build into your process improvement approach time to collect information about how work is currently being done. Knowing how work is really being done will provide context so that problems can be identified, changed and tested. You will be living in the fog if you do not spend the time needed to collect some information and a way to organize that information about your organization and the world around it operates. I would hate drive across any large bridge in the fog for the first time!
